Vintage Spot Light Red / Clear 2175 Bracket Police Fire Truck

Spot Light, I see no name or numbering on it. Maybe Unity? Otherwise I am not sure what brand this is for or what model it is. I can not get the head to turn. The racket has 2175 stamped in it. Some pitting. Un-tested. Please see pictures for full condition. SL
